I don't know who said that originally, but it's damn good advice.
I use that all the time with my kids. I saw it in a movie (must have been crap cause I can't remember the movie, but that quote stuck with me), either big brother/sister or Mom to a youger kid. Damn, I laugh just thinking about it. How true it is, tho.
